Adding a footer to a form post-creation

I am in the process of creating several testing protocol forms in Acrobat 8.  After the forms are created, I need to submit them to our Document Control department to allow them to add a footer with some mandatory statements and the date of release.  However, in our preliminary test, they have been unable to add the footer.  Is there a security setting I need to adjust in order to allow them to add the footer information?  Or do we need to do that on the PDF, before creating the form?
