Linking to Specific Web Page

I am trying to set a link from a pdf to a specific web page. When I set the link by appending #page=14 for example, it will open page 15 rather than page 14. I can't seem to get it to open the correct page. Using Acrobat X Pro on a PC (10.1.7)
