Can someone tell me why I am getting NotAllowedError?

I am running this code: app.openDoc({cPath: "C/Users/Desktop/New Tech Manual/Transfer.doc"}); from the console and I get the following error.

NotAllowedError: Security settings prevent access to this property or method.

App.openDoc:1:Console undefined:Exec
