Zoom settings not working when setting Always use Zoom Setting

Windows 7 SP1 x64
Acrobat X Pro 10.1.6

I opened notepad and printed it to PDF.  I then launched Acrobat X and changed the Zoom settings one by one and here are my findings:

Edit > Preferences > Accessibility > Always use Zoom Setting:

Fit Page: 73.1%
Fit Width: 173%
Fit Height: 71.7%
Fit Visible: 209%
Reflow: 100%
10%: 173%
25%: 173%
50%: 173%
75%: 173%
100%: 173%
125%: 173%
150%: 173%
200%: 200%
400%: 400%
800%: 800%
1600%: 1600%
2400%: 2400%
3200%: 3200%
6400%: 6400%

The Zoom settings from 10% to 150% do not work.  I would love for the 100% option to work and I'd be happy.
